Key takeaways · then go as deep as you like
  1. 1Fulbright in Pakistan is run by USEFP and funds master’s and PhD study in the US: tuition, books, airfare, a living stipend and health insurance.
  2. 2Pakistan has one of the largest Fulbright student programmes in the world; in 2022 the US invested $18.44 million in 189 Pakistani students.
  3. 3Competition is real but not hopeless: about 900 people applied for the 2026 cycle, and 88 students were placed for August 2025.
  4. 4You need 16 years of education for a master’s (18 for a PhD), a competitive GRE and essays that show both merit and a plan for Pakistan.
  5. 5Fulbright grantees travel on a J-1 visa with a two-year home residency requirement: you must return to Pakistan.
  6. 6The cycle is long: apply in spring, interview in summer, placement by IIE over the winter, and fly the following August.

01Fulbright In One Minute

The Fulbright Program is the US government’s flagship international exchange programme. In Pakistan it is administered by the United States Educational Foundation in Pakistan (USEFP), based in Islamabad, which runs the competition, interviews candidates and prepares them to leave.

For students, the main award is the Fulbright Degree Program: full funding for a master’s or PhD at a US university. The award covers tuition, required textbooks, airfare, a modest living stipend and health insurance.

Fulbright is not only an academic contest. USEFP’s leadership describes it as a programme about building human capacity in Pakistan. Successful candidates combine strong academics with a believable plan to return and contribute.

“The Fulbright Program evaluates merit in context – recognizing both academic achievement and the obstacles applicants may have navigated along the way.”

Dr Peter Moran, Executive Director, USEFP (January 2026)

02Why Pakistan Is A Fulbright Country

Pakistan has one of the largest Fulbright student programmes anywhere. In 2022 the US government contributed $18.44 million to support 189 Pakistani students, making Pakistan the largest recipient of Fulbright student funding in the world that year. That cohort included 125 master’s students and 64 PhD students, 33 of whom were on the joint Fulbright–HEC PhD track.

Since the programme began in Pakistan in 1951, thousands of Pakistanis have studied in the US on Fulbright. Since around 2018, women have made up more than half of recipients, and roughly two-thirds of grantees study social sciences, arts, humanities or management, with the remaining third in engineering and sciences.

Numbers vary from year to year with US funding. For the 2025 intake, USEFP was finalising placements for 88 students. For 2027, USEFP listed priority fields: the sciences, technology and AI, trade and economics, and natural resource management.

03How Competitive Is It?

USEFP reported receiving approximately 900 applications for the 2026 Fulbright Program, between December 2024 and March 2025. Compare that with the 88 students placed for 2025 and the 189 funded in 2022, and a reasonable estimate is that somewhere around one applicant in seven to ten wins an award in a typical year.

2025 cohort88 students being placed for August 2025USEFP
2026 cycle~900 applications receivedUSEFP
2027 cycleApplications closed 1 April 2026; priority fields namedUSEFP

That is far more winnable than Chevening or Gates Cambridge, which accept two or three percent or fewer. But the 900 applicants are self-selected: most are strong graduates. The difference between shortlisted and rejected applications usually comes down to essays, GRE scores and how clearly the plan connects to Pakistan.

Counsellor’s tip: Do not compare yourself with the success rate; compare yourself with the profile of people who win. If your profile is close, Fulbright is one of the best-value applications a Pakistani graduate can make.

04What Fulbright Covers

The Fulbright Degree Program is fully funded for the length of the degree as approved by the programme:

  • Tuition and university fees.
  • Required textbooks.
  • Round-trip airfare.
  • A living stipend, set according to the cost of living in your US city (described by USEFP as “modest”).
  • Health insurance through the programme.

Fulbright does not usually fund dependants. If you plan to bring a spouse or children, you will need to show separate funding for them, and you should discuss it with USEFP early.

Watch out: The stipend is designed for one student living simply. Do not plan to send money home or support family from it.

05The Two-Year Return Rule

Fulbright grantees travel on the J-1 exchange visitor visa. Because the programme is US-government funded, grantees are subject to the two-year home-country physical presence requirement in US immigration law (section 212(e)).

In plain terms: after your programme ends, you must return to Pakistan and live here for a total of two years before you can get a US work visa (H-1B), a fiancé visa, an intra-company transfer visa or a green card, unless you obtain a waiver. Fulbright waivers are difficult to obtain.

This rule shapes the application. USEFP and the selection panel are looking for candidates whose plans are in Pakistan. If your real goal is to emigrate, Fulbright is the wrong scholarship.

06Eligibility Checklist

USEFP publishes detailed eligibility on its website each cycle. The main requirements for the master’s and PhD awards have been:

  1. 1Pakistani citizen, resident in Pakistan at the time of application.
  2. 2For a master’s: at least 16 years of education (a four-year bachelor’s, or a two-year bachelor’s plus a two-year master’s).
  3. 3For a PhD: at least 18 years of education (master’s, MS or MPhil).
  4. 4A GRE General Test score (USEFP has recommended at least 145 in each section in recent cycles).
  5. 5Any academic field except clinical medicine; non-clinical public health is eligible.
  6. 6A commitment to return to Pakistan after the programme.
Your situationEligible?Notes
4-year BS from any HEC-recognised universityYes (master’s)Applicants from all regions and institutions are encouraged.
BA/BSc (2 years) + MA/MSc (2 years)Yes (master’s)Counts as 16 years.
MS/MPhilYes (PhD)Counts as 18 years.
MBBS wanting clinical residencyNoClinical medicine is excluded.
MBBS wanting MPHYesPublic health (non-clinical) is eligible.
Currently living abroadUsually noCheck USEFP’s residency rules.

Watch out: Rules change between cycles. Always read USEFP’s current eligibility page and FAQ before you start, and keep a copy of the version you applied under.

07The GRE: How High Is High Enough?

The GRE General Test is one of the most concrete parts of the Fulbright application, and one of the few you can improve quickly. USEFP has indicated a preference for at least 145 in each of the Verbal and Quantitative sections; competitive applicants usually score well above that.

GRE profileHow it readsWhat to do
V 145 / Q 145Meets the minimum; weak for placement at strong universitiesRetake if time allows
V 150 / Q 155 (305)Respectable for social sciences and managementFine if essays are strong
V 155 / Q 162 (317)Competitive for most fieldsFocus on essays
Q 165+Strong for engineering, economics and data scienceUse it to target ambitious universities

Your GRE matters twice: first in the USEFP selection, and again when IIE places you at universities, because US admissions committees see it. A better GRE widens the range of universities you can be placed at.

Counsellor’s tip: Take the GRE before you apply, and leave time for a retake. A 2–3 month preparation window is realistic for most Pakistani graduates; our GRE course starts with a diagnostic so you know your gap.

08A 10-Week GRE Plan

Most Pakistani applicants can reach a competitive GRE in two to three months of steady work alongside a job or final-year studies. A typical plan:

  1. 1

    Week 1

    Diagnostic

Take a full official practice test under timed conditions; note your weakest question types.

  2. 2

    Weeks 2–4

    Quant foundations

Arithmetic, algebra, geometry and data interpretation; untimed accuracy first.

  3. 3

    Weeks 2–6

    Verbal in context

Read a serious English article daily; practise text completion and sentence equivalence with vocabulary in context, not word lists.

  4. 4

    Weeks 5–7

    Writing

Write one Issue essay a week and get it marked.

  5. 5

    Weeks 7–9

    Timed sections

Section-level timing, error logs, and two full mocks.

  6. 6

    Week 10

    Test week

    Light review, rest, and test.

Counsellor’s tip: Book the test date first and work back. A fixed date is the best cure for endless preparation.

09Master’s, PhD And The Fulbright–HEC Track

Fulbright funds both master’s and PhD degrees. They suit different candidates:

ItemFulbright master’sFulbright PhD
Education needed16 years18 years
Length1–2 years (usually 2)Typically 4–6 years; funding arrangements vary
Best forProfessionals and graduates building expertise for a career in PakistanResearchers and future academics
Selection emphasisLeadership, plan, academic recordResearch potential, publications, research proposal

In some years, part of the PhD cohort has been funded jointly with the Higher Education Commission. In the 2022 cohort, 33 of the 64 PhD students were on the Fulbright–HEC track. Joint awards usually come with HEC conditions, including service commitments in Pakistani universities. Read the conditions of your specific award carefully.

10Who Wins: The Typical Successful Applicant

USEFP does not publish an average profile, and it deliberately recruits from all regions and all kinds of universities. From the applicants we have worked with and scholars we know, successful master’s candidates often look like this:

Typical successful Fulbright applicant (TeamOnline observation)

Education
16 years; often from public universities across Pakistan
CGPA
Strong for their institution; context matters more than the number
GRE
Comfortably above 145/145; often 300–320 total
Experience
0–5 years; work or serious community involvement
Leadership
Initiatives, societies, volunteering or workplace projects
Field
Aligned with Pakistan’s needs and USEFP priorities
Plan
A specific role or contribution in Pakistan after the degree
Essays
Personal, specific and honest about obstacles overcome

An observation, not an official profile. Fulbright selects people from very different backgrounds every year.

The phrase “merit in context” matters. A 3.3 CGPA from a university in a less-developed district, earned while working, can be more impressive to a Fulbright panel than a 3.8 from an elite Lahore university with no other story. Explain your context; don’t hide it.

11Applying As A Woman

Since around 2018, more than half of Pakistan’s Fulbright recipients have been women, and the 2022 cohort was split roughly evenly. That reflects deliberate outreach as well as strong applicants.

Women applicants often raise practical questions with us: safety, family approval, marriage and children, and whether a two-year degree abroad fits family expectations. Some practical points:

  • US universities have dedicated international student offices and women’s support services, and campus housing is usually available for the first year.
  • USEFP’s orientation covers practical life in the US; talking to women alumni is often what reassures families most.
  • If you are married, discuss dependant plans early (see the section on families).
  • Your story of navigating family or social barriers can be part of “merit in context”; tell it honestly if you want to.

12From A Smaller City Or Less-Known University

Fulbright explicitly welcomes applicants from the full range of Pakistani institutions and regions. Panels know that a student from a district university without research labs or English-medium schooling has had fewer opportunities.

  1. 1Explain your context plainly: what your university offered and what it did not.
  2. 2Show initiative beyond the curriculum: self-taught skills, online courses, community projects, local research.
  3. 3Invest in the GRE and English: they are the great equalisers in the file.
  4. 4Choose referees who can compare you with peers and describe your effort.

Counsellor’s tip: Do not try to sound like a Lahore or Karachi elite applicant. Panels are looking for authentic, capable people who will make a difference where they come from.

13Choosing Your Field And Universities

Fulbright applicants state their intended field and study objectives. In most cases, the Institute of International Education (IIE) then handles university applications on your behalf, based on your preferences, your profile and the programme’s funding considerations.

  1. 1Choose a field that clearly connects your background to your plan in Pakistan.
  2. 2Read the 2027 priority fields: the sciences, technology and AI, trade and economics, and natural resource management. You don’t have to be in them, but alignment helps.
  3. 3Research specific US programmes and be ready to name universities and why they fit. Placement officers consider your preferences.
  4. 4Be realistic: IIE balances ambition with admissions standards and cost. A strong GRE and clear objectives give you more options.

Counsellor’s tip: Spend an afternoon on US department websites. Being able to say “I want to work with the water-resources group at a land-grant university because of its irrigation research” shows far more seriousness than “a top-20 university”.

14Framing Your Application By Field

Fulbright panels read applications from every discipline. How you frame your contribution should match how your field creates change in Pakistan.

FieldA strong framingTypical US degrees
Computer science and AIApplying AI to a Pakistani problem: agriculture, health, language, public servicesMS Computer Science, MS Data Science, PhD CS
Economics and tradeEvidence for trade policy, tax, industrial or monetary policy at homeMA/MS Economics, Master’s in Public Policy, PhD Economics
EngineeringInfrastructure, energy or water systems Pakistan urgently needsMS Civil/Electrical/Environmental Engineering

Whatever your field, the panel should finish your application able to say in one sentence what you will do in Pakistan with this degree.

15The Application, Step By Step

All applications are submitted online through the USEFP website. Expect to prepare:

ComponentWhat it involvesTips

Read the current application instructions on USEFP’s website carefully; requirements such as the number of referees, document formats and test score reporting are set each cycle.

16Writing The Study Objectives Essay

This essay is your academic case. A strong study objectives essay answers four questions in order:

1

What problem?

The problem in Pakistan or in your field that you want to work on.

2

What will you study?

The degree, specialisation and kinds of courses or research you will pursue.

3

Why the US?

What US universities offer in this field that you cannot get at home.

4

What next?

How you will use the degree when you return, in concrete terms.

Example

  • Weak“I want to pursue a master’s in public policy to contribute to the development of Pakistan.”
  • Stronger“Three years managing a cash-transfer pilot in Thar showed me that our programmes fail at targeting, not funding. I want to study public policy with a focus on programme evaluation, so I can return to the Benazir Income Support Programme’s research wing and design targeting audits.”

Mention methods where relevant (for example econometrics, remote sensing, machine learning), and show you understand what a US master’s or PhD in your field actually involves.

17Writing The Personal Statement

The personal statement is where many Pakistani applicants make the same mistake: they repeat their CV in prose. Selectors already have your CV. They want to understand you.

  1. 1Start with a specific moment, not your date of birth.
  2. 2Choose two or three experiences that shaped your values and direction.
  3. 3Be honest about obstacles: financial, family, regional, health. “Merit in context” only works if you give the context.
  4. 4Show what you did about those obstacles, and what it taught you.
  5. 5Connect your story to your plan and to Fulbright’s purpose of exchange and return.

Watch out: Avoid generic openings (“Since childhood I have been passionate about…”), long lists of awards, and unsupported claims. One real story is worth a page of adjectives.

18Worked Essay Outlines

Three outlines to show how successful applicants connect background, study and return. Use the logic, not the content.

Outline A: water and agriculture

  • BackgroundBS Agriculture (UAF), 2 years with a provincial extension programme in South Punjab.
  • ProblemFarmers over-irrigate because canal schedules are unpredictable; groundwater is falling.
  • StudyMS in Water Resources / Agricultural Engineering with a focus on irrigation scheduling and remote sensing.
  • ReturnJoin the provincial irrigation department’s modernisation unit; pilot satellite-based scheduling advisories with farmer groups.

Outline B: AI and language

  • BackgroundBS Computer Science from a university in Balochistan; built a Balochi–Urdu keyboard used by 10,000 people.
  • ProblemRegional languages are absent from digital services.
  • StudyMS Computer Science specialising in natural language processing.
  • ReturnBuild open language tools for regional languages with a Pakistani university lab and a government digital services team.

Outline C: economics PhD

  • BackgroundMPhil Economics, 3 years at a think tank analysing export competitiveness.
  • ProblemPakistan’s exports are concentrated and trade policy lacks firm-level evidence.
  • StudyPhD in Economics with a focus on international trade and firm data.
  • ReturnResearch trade policy at a Pakistani university and advise the commerce ministry on evidence-based tariff reform.

19Recommendation Letters

Good Fulbright recommendations are specific and comparative. A referee who writes “one of the top three students I have taught in fifteen years, because…” is far more useful than one who writes “hardworking and sincere”.

  • Pick referees who know your recent work well: a thesis supervisor, a professor who taught you closely, or a line manager.
  • Send each referee your essays, CV and two or three examples they could mention.
  • Make sure referees use their official email and submit on time.
  • For PhD applicants, at least one referee should speak to your research ability.

20Mistakes That Cost Fulbright Applicants

MistakeWhy it hurtsFix
Taking the GRE too lateNo time to retake; weak score goes inTest at least two months before the deadline
Plan to stay in the USConflicts with J-1 return rule and programme purposeAnchor your plan in Pakistan
Generic study objectivesPanel can’t see what you will doName the problem, field and outcome
CV-style personal statementMisses the chance to show who you areTell two or three real stories
Late transcripts and attestationIncomplete applicationsStart HEC attestation early

21Extra Advice For PhD Applicants

PhD applicants are judged more heavily on research potential. Strengthen your file by:

  • Writing a focused research statement: question, why it matters, methods you know or will learn, and possible data.
  • Showing research output: an MPhil thesis, conference papers or publications, even in local journals.
  • Naming US faculty whose work matches yours, and explaining why. Read our guide on emailing professors.
  • Having at least one referee who has supervised your research.

Funding for PhDs can involve the US university as well as Fulbright. Read your award terms carefully, especially for joint Fulbright–HEC awards with service conditions.

22The Selection Timeline

The Fulbright cycle is long. You apply roughly 17 months before you start studying. For recent cycles:

  1. 1

    January–April

    Applications open and close

The 2027 cycle was announced on 20 January 2026 and closed on 1 April 2026.

  2. 2

    April–June

    Review and shortlisting

USEFP reviews applications and contacts shortlisted candidates.

  3. 3

    June–August

    Interviews

At USEFP in Islamabad or by video for candidates outside Islamabad.

  4. 4

    By end of September

    Final selection

Candidates are told whether they have been selected.

  5. 5

    September–April

    University placement

IIE prepares applications, negotiates with universities and finalises placements.

  6. 6

    July

    Pre-departure orientation

USEFP runs an orientation in Islamabad.

  7. 7

    August

    Departure

Most grantees start in the US autumn semester.

Counsellor’s tip: Because the deadline is in spring, plan your GRE for the preceding autumn or winter. Many strong applicants miss the cycle simply because their score was not ready.

23The USEFP Interview

Shortlisted candidates are interviewed by a panel. Expect a structured conversation that tests your motivation, your understanding of your field, your plan for Pakistan and how you would represent Pakistan in the US.

AreaSample questions
MotivationWhy this field? Why now? What will a US degree give you that you cannot get here?
Field knowledgeWhat are the main debates in your field? Which US programmes are strongest and why?
PlanWhat will you do in the first year after you return? What if that job doesn’t exist?
Cultural exchangeHow would you explain Pakistan to Americans who know nothing about it?
CharacterTell us about a time you failed. What did you change?
ContextWhat obstacles have you overcome to reach this point?
  1. 1Re-read your essays: questions often build on them.
  2. 2Know three US programmes in your field and what makes each different.
  3. 3Have a clear, two-sentence version of your plan.
  4. 4Prepare two or three stories that show resilience and leadership.
  5. 5Be yourself. Panels can tell when candidates perform.

Interview coming up? A full mock USEFP panel is the best practice you can get.

Book a mock interview

24A Worked Interview Answer

Structure: answer, evidence, future

  • Question“Why do you need a US degree for this? Couldn’t you study it in Pakistan?”
  • Answer first“I could learn the basics here, but not the applied methods I need.”
  • Evidence“Our extension programme collected three years of farm-level water data, but nobody in my department can model it. US land-grant universities combine irrigation engineering with extension practice in a way no Pakistani programme currently does.”
  • Future“I will bring those methods back to the irrigation department and train the district teams I worked with.”

Answers like this work because they are specific, honest about what Pakistan already offers, and end with a concrete return plan.

25How IIE Placement Works

Once selected, most grantees do not apply to US universities themselves. IIE’s academic placement team does it, working from your field, preferences and profile. Their published timeline runs roughly:

  1. 1

    September–October

IIE receives and reviews your file

  2. 2

    October–December

    Submission plan prepared and finalised

  3. 3

    January–March

Applications submitted; IIE negotiates university financial support

  4. 4

    February–April

    Admissions decisions arrive

  5. 5

    April–June

    Placement finalised

You will be asked for documents, possibly an English test score, and updated statements during this period. Respond quickly and carefully; delays can cost you options.

Watch out: Selection by USEFP is not the same as admission. Placement depends on universities admitting you, so keep your GRE, transcripts and essays strong even after you are selected.

Want a counsellor to check your plan?Free, and we reply within one working day.

26Your Document Checklist

  • Valid passport (renew early if it expires within two years).
  • HEC-attested degrees and transcripts for every post-secondary qualification.
  • Official GRE score report.
  • English test score if requested at the placement stage.
  • Updated CV.
  • Final versions of your essays (keep copies; IIE may ask for revisions).
  • Contact details for referees, in case universities ask for more.
  • Birth certificate and other civil documents for the visa stage.

Watch out: HEC attestation queues lengthen in spring and summer. Start in December or January so it never holds up your application.

27What You Pay Before You Go

Fulbright covers your studies, but applying has costs. Budget for:

ItemWho paysNotes
GRE General TestYouRetakes cost the same again; plan for one retake.
HEC attestation and transcriptsYouFees per document plus university charges.
Courier and translationYouWhere documents need translation or posting.
Travel to the interviewYouSome interviews are online for candidates outside Islamabad.
Visa (J-1) and SEVISProgrammeCheck your award letter for what is covered.
AirfareProgrammeArranged through the programme.

28Visa, Orientation And Departure

Fulbright grantees receive a DS-2019 form and travel on a J-1 visa. USEFP guides grantees through the visa process and runs a pre-departure orientation in Islamabad, usually in July.

1

DS-2019

Issued by the programme sponsor once you are placed.

2

Visa application

DS-160 and interview at the US Embassy in Islamabad or the Consulate in Karachi.

3

Pre-departure orientation

Practical briefing on US academic life, culture and programme rules.

4

Travel

Airfare arranged through the programme; most arrive in August.

29Family And Dependants

Many Fulbright applicants are married or have children. The award does not normally fund dependants, and US visa rules for J-2 dependants require evidence that you can support them.

  • Budget realistically: US family health insurance and housing are expensive.
  • Consider whether your family will join you later, once you know your city and costs.
  • Discuss plans with USEFP early; do not assume dependants can travel with you automatically.

30Life On A Fulbright

Fulbright is a degree and an exchange. Alongside your studies, you are expected to share Pakistani perspectives with Americans and to take part in programme activities. Many grantees describe the network as the most valuable part.

  • Enrichment events bring together Fulbright students from many countries.
  • Universities often have Fulbright student associations and international student offices.
  • Pakistani student associations exist on many campuses and help with housing and settling in.
  • Back home, the Fulbright alumni network in Pakistan is large and active.

Academically, US graduate study is intense: frequent assignments, class participation and continuous assessment. The first semester is the hardest; plan to spend the first months adjusting.

31What Parents Usually Ask

QuestionShort answer
Is it really free?Yes, tuition, books, airfare, stipend and insurance are covered; you pay for the GRE, documents and personal costs.
Is it safe?US campuses have extensive support for international students; your university and USEFP help you settle in.
Will they come back?Yes, the J-1 rule requires two years in Pakistan before most US visas or a green card.
Does it help their career?Fulbright alumni in Pakistan work across government, universities, business and development; the network is a lasting advantage.

32Your 15-Month Fulbright Plan

Working back from an August start, the year before you apply matters most:

  1. 1

    September–October

    Decide and diagnose

Confirm eligibility, choose your field, take a GRE diagnostic.

  2. 2

33Fulbright vs Other Routes To The US

Fulbright is the best-known route to a funded US degree from Pakistan, but not the only one. Compare it with:

RouteBest forKey difference
Fulbright (USEFP)Master’s and PhD; strong all-rounders with a Pakistan planFully funded; J-1 return requirement; IIE placement
Funded PhD with assistantshipResearch-focused graduatesApply directly; funding from the department; F-1 visa; no return requirement
University fellowships and aidExceptional applicants to specific universitiesApply directly; competitive merit awards
Knight-Hennessy (Stanford)Exceptional leaders applying to StanfordExtremely selective; full funding at Stanford
Humphrey FellowshipMid-career professionalsNon-degree year of study and professional development

Many strong Pakistani PhD applicants apply both to Fulbright and directly to funded US PhD programmes in the same year. That is sensible: they reward different things, and having two routes reduces risk.

34Ask Yourself Before You Apply

  1. 1Can I explain in one sentence what I will do in Pakistan with this degree?
  2. 2Is my GRE in the competitive range for my field, or is there time to improve it?
  3. 3Do I have at least two specific experiences that show initiative or leadership?
  4. 4Can my referees give concrete examples about me?
  5. 5Am I comfortable with the two-year return requirement?
  6. 6Have I started degree attestation?

If you answered “no” to two or more, it may be better to strengthen your profile and apply in the next cycle rather than submit a weak application now.

35After Fulbright: Careers In Pakistan

Fulbright alumni in Pakistan work in universities, ministries, regulators, multinational companies, start-ups, think tanks and development organisations. The two-year return period is often when alumni make their biggest early-career jumps, because a US degree and the Fulbright name open doors.

Plan for your return before you leave: keep in touch with your employer or sector, build relationships with Pakistani alumni during your degree, and look for internships or research that connect to the problem you described in your application.

36If You’re Not Selected

Rejection from Fulbright is common and not final. Many grantees applied more than once. Use the year well:

  • Improve your GRE if it was below the competitive range.
  • Strengthen your plan with more relevant experience.
  • Rewrite your essays with an outside reader.
  • Apply directly to funded US programmes or to UK and European scholarships in parallel.
